The Willoughby Library, a previously expanded Carnegie, was landlocked on a prominent site in the center of the city. Properties to the rear were acquired for development of parking and the entire facility was both renovated and expanded to meet current and future needs. Creative use of a narrow alleyway provides grade level entrances from the main street and from the parking area, controlled by a central circulation desk.
